The victims of abuse, the troops who perpetrated the assault, and the American public are all stakeholders in this case. The troops who committed the abuse were penalized, and the jail was shuttered as a result of the investigation. I feel the troops’ conduct were ethically reprehensible since they infringed on the inmates’ rights and caused them unnecessary suffering. As a leader, I would establish rules and processes to prevent abuse from occurring in the first place, and I would hold those who do commit abuse responsible Key Stakeholders and how were they negatively impacted:  The events that were discovered to have taken place in the Abu Ghraib jail in Iraq, when American troops were revealed to be torturing and abusing captives, are described in detail in the article titled “What Happened at Abu Ghraib.” The detainees who were assaulted, the troops who were responsible for the torture, and the general population of the United States are all considered to be stakeholders in this case.  What was the final outcome? The end result was that the jail was shut down, and the soldiers who had been responsible for the torture were punished for their actions. The troops who were responsible for the maltreatment of the inmates were driven by a desire to coerce the prisoners into providing information; nevertheless, they did not follow the appropriate protocols for questioning. Instead, they resorted to measures that were intended to create both bodily and mental anguish, such as beatings, depriving their victims of sleep, and humiliating them sexually. These tactics are not only unlawful, but they also do not provide the desired results. The information obtained by torture is not trustworthy, and the confessions it elicits are often untrue.  There were other parties to blame for the abuse, not only the troops who carried it out. It is also the obligation of the chain of command to account for what took happened. Brigadier General Janis Karpinski, who was the commanding commander at Abu Ghraib, was aware of the torture that was going on but did not take any action to stop it. Major General Geoffrey Miller, who commanded the jail system in Iraq, was also aware of the torture but did not take any action to stop it. In point of fact, he condoned the use of some of the practices that were carried out, such as the denial of sleep and the use of dogs for the purpose of intimidating detainees. Describe why you feel the actions were morally wrong? The mistreatment of captives at Abu Ghraib was both a violation of their rights and a betrayal of the ideals that the United States upholds as important. If I were in a position of authority, one of my first priorities would be to establish guidelines and protocols for preventing misconduct from occurring in the first place, and I would also make it a point to ensure that those who do engage in misconduct are held responsible for their actions. Put yourself in a position of leadership and describe what you would put in place that would have prevented this in the first place or keep it from happening again. Or, alternatively what rules would you implement to justify the action:   The first thing that has to be done to stop abuse is to write down the rules and procedures that absolutely must be followed. These regulations must to be crafted in such a way as to shield the legal rights of detainees and guarantee their well-being. They should be founded on international treaties, such as the Geneva Conventions, and the military judicial system should be responsible for their implementation and enforcement.  The second stage is to make certain that people who are accountable for enforcing the rules have received the appropriate training and that they are aware of the repercussions that might result from breaking the rules. The troops who were responsible for the torture at Abu Ghraib had not received enough training in the norms that govern how prisoners should be treated, and they were unaware of the implications of the conduct they took. Because of this, they were under the impression that they would not be held accountable for their acts.  The third stage is to take measures to ensure that individuals who break the rules will be held accountable for their actions. The troops who were responsible for the torture at Abu Ghraib were reprimanded, but they were never brought before a judge or prosecutor to answer for their actions. The superior commanders who were aware of the abuse but did nothing to stop it were likewise not held responsible for their actions. As a consequence of this, there is no deterrence to prevent more instances of abuse.  The fourth stage is to make certain that the people who have been abused are given a chance to express themselves. The inmates who were mistreated at Abu Ghraib have not had their experiences documented anywhere. Their voices have been stifled as a result of the inquiry being conducted by the military and the attention of the media on the troops who were responsible for the abuse.
