Management is the framework of organization and
control for all aspects of an organization.
 Management starts with the purpose or mission of
the organization, usually developed by an open
process within government or projects.
 Management sets directions for all actions within
the organization for EFFECTIVENESS and EFFICIENCY
within the organization.
 Management establishes CONTROLS and
ACCOUNTABILITY within the system.


MBOR is a “top down” management system, which
means starting with the whole organization, and then
working down to more detailed components or parts.
MBOR also represents a “bottoms up” approach to
management if all persons within the organization are
involved in the MBOR process to produce the Mission,
Goals, Objectives, Tasks, and Work Plan.
It is also a great way to work with boards as well as
citizens groups or the public to maximize involvement
in the process.

2) Goals – more specific statements of general
actions needed to complete the mission.

The Work Program is designed around an excel
matrix to lay out all objectives and tasks on the
left hand column.
 The Work Program spreadsheet establishes time
divisions to allocate time from beginning to end
of the project or time framework.
 The time divisions are used to allocate work for
each task over time, based on anticipated time
expectations.


for each task, by assigning individuals, groups, or
departments responsibility for each task and
objective.
 The Work Program creates a management tool to
guide the work of any office. Within MBO, all projects,
and each program, as well as all departments and
individuals, operate within Work Programs.
 Their activities are therefore PLANNED and can be
MANAGED.

