Founded in 1866, the American Society for the Prevention of Cruelty to Animals
(ASPCA) has been socially and politically recognized as a public sector organization that has
never dithered in its mission to “provide effective means for the prevention of cruelty to animals
throughout the United States” (Beers, 2006). While the mission statement and the historical
establishment of the organization would support that managerial and administrative processes
adopted and utilized by this organization are efficacious, there are a number of current events
that have presented a challenge to the organization and these processes. The purpose of this
paper is to review two of the biggest challenges facing the organization currently, which is the
growing concern presented by the public that donations being made to the organization, are, in
fact, not going towards to liberation and medical treatment of animals in need. These claims have
forced changes to come about within the organization, specifically in areas such as management
and administrative processes.
The major processes that are conducted by the ASPCA is to promote animal cruelty
awareness, ask for donations through emotional television commercials and social media ads,
and, as advertised, use funds received via donations, to help rescue, nurse, and rehome animals in
need. Current issues that the United States is facing is the dramatic overpopulation of dogs and
cats which increases occurrences of animal abuse in a number of different forms. In accordance
with information presented by the American Humane Association, it is explained that there are
two primary factors attributing to the pet overpopulation problem in the United States: “(1)
allowing cats and dogs to reproduce with little chance to find homes for the offspring and (2)
pets being relinquished by owners who can no longer keep their animals, or who no longer want
them” (American Humane Association, 2015).
This pet overpopulation issue ultimately affects ASPCA managerial and administrative
processes in the sense that more animals are being neglected and abandoned than ever before
which is increasing the need for the services provided by the ASPCA. Financial support is
dwindling for the organization in light of several stories that have been shared with the general
public that supports the ASPCA is not saving animals as they claim to be. Some stories have
submitted claims with seemingly undisputable evidence that only a mere 1% of funds actually
donated to the organization are going to the cause the ASPCA claims to be supporting
(Fitzpatrick & Griffin, 2012). With that, ASPCA management has changed its focus from animal
welfare to various methods of defending the organization and its reputation. This in turn has
resulted in the two above mentioned ‘primary factors’ resulting in the pet overpopulation issue
within the United States to go unaddressed by the organization as it should be and increases in
the pet population only continuing.
In an effort to ensure that the organization is maintaining its ethical requirements and
policies, further research has been deemed necessary. This proposal will present a heightened
focus on the Human Resource Management processes and budgeting and resource allocation
processes that are claimed by the ASPCA to be active. The ASPCA is currently struggling with
issues regarding budgeting and the allocation of funds as donations have dropped exponentially
in light of claims that the ASPCA uses very little of its charitable donations towards the care of
animals in need. With that, there are certain questions that need to be posed to the management
team(s) for the ASPCA.
The primary concerns that need to be addressed in the proposal to follow is the actual
allocation of funds by the ASPCA towards the care for animals. After finding appropriate
answers the questions to follow, ASPCA management would ultimately be forced to see the error
in their ways on both an individual and organizational level. It would be at this point that
multiple decisions would need to be made regarding what changes must be implemented to
ensure ethical effectiveness within the organization.
The following research questions are questions that would be posed to ASPCA Human
Resource Managers and those navigating the organization’s financial department.
1. What major changes in animal welfare needs have occurred since the organization’s
inception in the 1800’s?
2. How have those changes affected the ways in which the ASPCA promotes the charity and
distributes funds for the purpose of animal welfare needs?
3. What percentage of the funds raised by the ASPCA actually go to the rescuing, medical
care, housing, treatment, and rehoming of animals in need? What is the remaining money
used for?
4. What is your position to the claims made in 2013 that the ASPCA only used 4% of its
budget for supporting animal shelters? This computes to the ASPCA giving $4.9 million
to animal shelters out of a $129 million budget (Lane & Zawistowski, 2008).
5. The general public has a negative perception of ASPCA Human Resource Managers;
why might this be, and what can be done to remedy these negative perceptions?
6. What new policies could be generated that will ensure that an appropriate amount of
donated funds is actually used for the care of animals in need? How would these new
policies be implemented?
