Do an internet search and locate a fairly recent crisis negotiation incident (within
the past 2 years) where negotiations were involved. Then, write a FULL 1 page
paper, summarizing the event and explaining how that event relates to the Unit 8
content:
Alcohol and Drugs
Many hostage or crisis incidents may involve the use or abuse of drugs or alcohol. This unit
discusses the impact of substance abuse on thinking, problem solving ability, and impulse control,
all of which may interfere with the negotiators ability to manage a person in crisis. It describes
the increased risk of suicide and homicide when substance abuse is part of the incident. It is
important that the negotiating team be mindful of the possibility that the person in crisis may be
using alcohol or other mind altering substances. As important, is the person who is dependent on
such substances, but is without and may be going through withdrawal symptoms. Efforts should
be made to gather intelligence on the person in crisis as to any dependency on such substances,
whether the person is presently under the influence of such substances, or has access to them.
How does this person respond either when under the influence or when withdrawing from such
substances? These answers can be obtained from people close to the person in crisis such as family
members, friends, coworkers, etc. This information should be considered when putting together
the negotiating plan.
Emotionally Disturbed Individuals
This unit gives an overview of several personality types the negotiator may encounter during a
hostage or crisis incident. It is important that information concerning these personality types be
collected and analyzed, so their behavior during an incident may be predicted and controlled as
much as possible.
Although it is impossible to always accurately predict the behavior of an emotionally disturbed
person, the more intelligence that can be gathered about the person in crisis, including their
personality type and normal behavioral reactions, the more likely it will be the negotiating team
will accurately describe the response that will be taken by the person in crisis. Knowing the
personality type will help negotiators create the most appropriate negotiating plan.
Negative consequences can occur if the negotiator doesn’t appropriately identify the person’s
personality type. Treating an anti-social personality as if they were an inadequate personality may
cause anger and resentment from the anti-social person. People in crisis may also possess some
characteristics from more than one personality type. Identifying these personality types and
helping to plan the best strategy for a given personality type is a good reason to have a Mental
Health Consultant as part of the negotiating team.
This week in class you will also discuss the various personality types of emotionally disturbed
individuals often involved in crisis situations.
