You will write a 1500-word policy paper (approximately 4-6 double-spaced pages) on a policy issue of your
choice.
Select one current domestic or foreign policy issue, explain the issue and its relevance, analyze each
major point of view involved in the issue, and evaluate possible actions that can be taken by the citizens
and/or appropriate government entities in the future development of this issue. Generally, a complete
paper will include the following: 1) a brief explanation of current policy, 2) policy options to be considered
(including critical analysis of different options), and 3) recommended course of action (including the
reasons for selecting that particular course of action).
Make sure your paper has a clear thesis – your paper must have an argument! The paper should focus on
analyzing and critically evaluating policy options and potential courses of action, and NOT on
summarizing historical trends.
Keep in mind that this is a research paper. While your opinion is important, you must conduct research in
order to find relevant facts to back up your claims.
The paper must be carefully written, free of spelling and grammatical errors, consist of properly
developed paragraphs and proper citation of sources. The paper will be graded based on the following:
thesis statement, content, organization, style, sources, and grammar.

You must use a minimum of 7 sources, 4 of which must be scholarly sources (peer-reviewed academic
journals and books), not including the textbook used in class. In addition to the 4 scholarly sources, you
may use newspapers, magazines, interviews, TV or radio broadcasts, government web pages, and similar.
You may not use Wikipedia, blogs, or commercial non-news web sites.
All sources must be cited correctly both in paper and in bibliography using either APA or MLA styles. Be
careful to cite ALL your sources. This applies both to direct quotes (in which case you will use quotation
marks) AND to situations when you are simply using ideas, facts, or opinions of others (in which case you
don’t need to use quotes but still need to give credit to the original author).
