Does history repeat itself? Comparing past and present views on social welfare issues
Percentage of grade: 20%
Note: The brief oral report is worth an additional 5%
Format: The assignment consists of two parts, a short paper (3-5 pages) and a short (5-7 minutes) in-class oral
report. Oral reports will be given throughout the semester. At the beginning of the semester, we will decide on a
schedule.
**** Papers are due the week after each student’s oral report. You will upload your paper to Blackboard
through the link provided. Papers are due by 11:59 pm on the due date.
Purpose: The purpose of this assignment is to help students understand how current and historical attitudes,
behaviors, and beliefs regarding social welfare policies are related. By connecting the overarching themes that
have occurred historically in U.S. social welfare with what is currently happening politically, it is meant to help
students understand forms and mechanisms of oppression and discrimination and practice critical thinking skills.
It is intended to make the historical social welfare material more relevant for students, and to engage students in
current political events.
Guidelines: You will identify a news story from a reliable news source pertaining to a social welfare issue
impacting a vulnerable group. You will write a 3-5 page paper that will compare the attitudes, behaviors, beliefs,
characterizations, views, and assumptions reflected in the article with those of the era that will be discussed in
class the week of your scheduled oral report. Please follow the course outline and be sure to confirm where we are
at in the historical time line the week before your oral report is due.
Some sources you can use include newspapers like The Washington Post www.washigntonpost.com), The New
York Times (www.newyorktimes.com), and The Baltimore Sun (www.baltimoresun.com). Please keep in mind
that the source must be a news generating company. You can use other sources, but check with the professor to
make sure they are reliable. Avoid blogs, magazines, and purely opinion pieces. The article should clearly report
on a news worthy current event.
The article you pick should pertain to how the treatment of a social welfare issue creates and maintains oppression
and discrimination. Social welfare issues/problems include but are not limited to: poverty, the provision or
delivery of social services, issues concerning people who are homeless, immigrants and immigration, juvenile
delinquency, the elderly, health care, substance use and abuse, the delivery of charity, domestic violence, child
abuse, civil rights, women’s rights, or criminal justice. You will need to address the issue from both historical and
present day perspectives.
*** The article should not be older than six months! You want to use a “current” news story.
Write a 3-5 page paper comparing the underlying attitudes, behaviors, and beliefs reflected in the article with
those of a previous era in the US. Remember, you should compare your article to the era we will be discussing
during the week of your oral report. To find information on attitudes and beliefs regarding a certain social
welfare issue/problem, you must use at least one peer-reviewed article. You can use your text book, but this will
be in addition to the required source.
Oral report: Your brief oral report will discuss the written outline pertaining to the below questions. Students
will meet with the instructor and the other students scheduled to for oral reports on the same day during class to
go over their outlines. All students scheduled for reports must participate in the group discussing his/her own
article as well as asking questions/providing feedback on other presentations. Outlines will be turned in to the
professor at the time of the presentation.
Paper:
Your 3-5 page paper should address all the areas mentioned below. Use the questions as a guide to write your
paper. Do not answer these questions one by one in your paper, but rather incorporate the information in
paragraph form when addressing each section. Your paper should have defined paragraphs and flow together.
The questions should be used to guide the content and structure of your paper.
1. Introduction: Provide a brief introduction to the article and the issue it addresses. A good introduction
explains the importance of the topic and describes what the paper will cover.
2. Societal attitudes, behaviors, beliefs: Based on the issue addressed in the article, discuss the current societal
attitudes, behaviors, beliefs, views, or assumption toward the issue or problem. You must research the issue
(using peer-reviewed articles) to determine how society views individuals facing this problem. You should
also discuss the beliefs regarding the causes of the problem.
3. Forms of discrimination or oppression: Address the ways in which individuals impacted by the issue
discussed in the article face discrimination or oppression today. Be very specific about how this population
experiences discrimination or oppression (you should use peer-review articles to support your assertions).
4. Similarities or difference between history and today: Are the current and historical views, beliefs, or
assumptions on the topic similar or different? How does discrimination or oppression compare to the way
people facing the same or a similar issue were treated in the historical period you are addressing? How are
they similar or different?
a. If they are similar, what do you think are the reasons for the persistence of these views about the
issue/problem? Be specific; use examples from the article, class materials, and any other reliable,
scholarly source that supports your views.
b. If the current and historical views differ, what do you think are the factors that explain the
differences? Do you think changes that have occurred in American society influenced views about the
issue/problem? Explain your answer.
5. Themes: How is the treatment of the problem/issue reflected in the themes below?
It is important to consider some of the general themes that have occurred throughout the history of U.S. social
welfare. The themes reflect societal and policy shifts. Because they are shifts depending on where we are in
the semester, you may have to decide if the shift has occurred or if you will address the initial stance reflected
in the theme.
These themes include the following shifts:
a. Is the population identified deserving or non-deserving of aid?
b. Is the relief to be provided by the Government or the Private sector (responsibility to provide aid)
c. Is the policy written from a strengths perspective or problem centered approach?
d. Is the policy a form of social control or provide treatment for the population?
e. Is the policy oppressive to the population or is it providing social justice for the population?
Make sure you use at least one peer-reviewed source. If you are not sure if your source is from a peeredreviewed journal, ask the reference librarian to help you.
