MEMORANDUM FOR: Key Stakeholders
FROM: Security Manager
SUBJECT: Major Challenges Facing the Field of Homeland Security (HLS)
Purpose
The purpose of this memorandum is to familiarize the stakeholders to the emerging
crucial concerns surrounding protecting the borders, transportation, critical infrastructure as well
as the central complications for first responders. Furthermore, following the 11th September
attack, the security of America underwent a revolution. The attack was the major reason why
then-President George Bush saw the need for the establishment of a federal police force that
would deal with and ensure public security. This led to the creation of the Department of
Homeland Security which would specifically deal with anti-terrorism, border security,
immigration and customs, cyber security, and disaster prevention and management. While the
DHS has been a major success, it has encountered several challenges in dispensing its duties.
Essential Problems
One of the major problems which the Department of Homeland Security currently faces
is the problems of protecting the border and transportation in the US. When the DHS was
created, all previous entities which dealt with functions related to border and transport were
brought together under DHS. Previous. Entities such as the Coast Guard, Customs Service, INS
and Border Patrol, Animal and Plant Health Inspection Service (APHIS), and the Transportation
Security Administration were all now under the docket of DHS. By encompassing many
agencies which previously existed as independent, DHS has continued to encounter internal
challenges especially due to conflicts within. However, regarding protecting the border and
transportation, corruption among border and entry points have presented a major challenge.

By receiving bribes, officers charged with ensuring illegal goods and immigrants do not
enter the country continue to allow this. Another challenge the DHS continues to face regarding
protecting border and transport in the US is the large and the porous border. Along the Mexico
sphere, the US border with Mexico is regarded as being quite enormous and porous allowing
illegal substances to sail through the border (Héctor, 2014). The Department has also faced
challenges in matching up with highly advanced technologies adopted by criminals (Cuvelier,
2013).
Another challenge facing the Department of Homeland Security is that of protecting
critical infrastructure. According to Carmine, Richard, & Kilroy (2008), critical infrastructures
are defined as the physical or cyber-based systems essential to the minimum operations of the
economy and government. According to the Patriotic Act, critical infrastructures include
telecommunications, electric power systems, oil and gas storage and transportation, banking, and
finance, transportation, water supply systems, emergency services, continuity of government and
public health. One of the major challenges which the department faces in protecting critical
infrastructures is lack of proper corporations with private security firms. The main challenge
arises due to the failure of a working mechanism through which the DSH and private security
firms can share information on improving security. Advancement in technology which can be
used to destroy the critical infrastructures also continues to pose new challenges to the DHS.
Advancement technology and cyber security have continued to pose a major problem to DHS.
While the DHS is charged with responding and resolving emergencies, fundamental
problems continue to be encountered especially by first responders to crises. Lack of proper
coordination among first responders to major crises has been one of the Department’s largest
failures. Lack of proper communication by the different agencies such as the Coast Guard and

the Police has continued to cause challenges in responding to crises (Cuvelier, 2013). The fact
that first responders to incidences such as firefighters, police, paramedics, and members of the
National Guard continue to take command from different authorities has been blamed for
exaggerating deaths and destruction of properties rather than salvaging the same. The collapse of
the public safety communications system is attributed to this. The fact that all these different
agencies respond to similar crises lacking coordination often leads to massive failure in such
recovery exercises. Going forward, the department ought to put in place a centralized
communication platform under a single command for first responders to crises.
