Recovery entailed at the very least profound administrative and jurisdictional reforms, couple with and intended to finance expansion and professionalization of the military; as we saw in the previous chapter, the efforts we call the Bourbon and Pombaline reforms were ambitious, far-reaching, and often successful from the metropolitan perspective. All crown officials understood that imperial recovery in the face of British and French challenges depended on improved collection of taxes, tributes, and other colonial duties, preferably in gold or silver.
