Stopping the Financial Gains of the Islamic State (ISIS)
Every day, a majority of ISIS finances are acquired through black market oil sales,
ransoms, robbery, taxing businesses, and stolen ancient artifacts. Even after the United States
and its Allies have continuously bombarded oil refineries controlled by ISIS and known ISIS
settlements, ISIS is believed to be acquiring 2-5 million (U.S. currency) a week. Stopping the
flow of money to the world’s richest terror army is not an easy task, as one might assume. All
their finances are not received from banking transfers. All their money is cash collected and
delivered by vehicles. Technology, that is the normally used to freeze banking accounts from
criminals is not a solution or option for this problem. Sending in ground troops is not a popular
answer, but could be the most effective way to eliminate the financial gain of this terrorist
organization. The foundation of this paper will explore the potential options that could be used
to eliminate the flow of income into the hands of ISIS. Without taking action, what are the
potential consequences?
The subject for my project comes from personal experience, spending a total of 27 months
in northern Iraq, deployed with the 82ND Airborne Division. I have trained and assisted with
Iraqi Army, guarding their oil reserves and training local Iraqi police on combat tactics. One
thing I learned deployed is to stop the enemy, besides killing them, take out their supplies and
they will slowly become week and unable to fight. Vehicles we learned that were resupplying
the enemy with weapons, fuel and food were eliminated prior to reaching their destination. My
research will show having that same battle rhythm, but targeting the finances could be as
effective. Seeing the enemy take over areas in northern Iraq where I was operating and using our
vehicles I find dishearten, especially for my 37 brothers in arms who lost their life trying to make
a difference there.

The tentative argument of this topic is what are the United States and its allies doing in
order to achieve the overall objective, which is eliminating the enemy.
We are on a bombing
campaign that has had little effect of the enemy and how they operate. ISIS is making 500
million a year from the various criminal activities. With that amount of income, propaganda and
radical tactics, how are we going to defeat this particular enemy?
At this current time, the presidential race for the United States is in full swing. Majority of
the candidates do not want to address the failures of the air campaign, having little effect on ISIS
and that we will need American ground troops to end ISIS. President Barrack Obama has sent
already a majority of the 250 Special Operation Forces to Iraq not only as advisors, but direct
action operations. I am hoping they will be used, as I have stated in my proposal, to stop the
flow of money to ISIS. The information I intend to argue with this paper will be the current
operations against ISIS and the effectiveness, compared to targeting ISIS finances and what
potential affects it could cause.
The United States has a growing enemy, with capabilities like we have never seen before.
They are using technology to gain sympathy and recruits from all over the world. The types of
weaponry that are being used and purchased are unlimited. ISIS provides food, shelter and a
monthly paycheck for their loyal followers. All of these actions as part of their goal to grow into
more of a global threat, take’s money to accomplish. Going after the money would eliminate a
well-organized terror group, without the financial means to stay organized and well-armed.

Peter Taylor traveled to Baghdad, Iraq for a rare interview with Abu Hajjar, former Islamic

to ISIS”. Anyone who refuses to pay taxes is threatened with a grenade and if payment are not
made, business owners are killed. This ideology has worked to ISIS benefit and because of the
fear of death, businesses continue to pay their taxes.

Airstrikes have continued to target the 11 oil field ISIS controls between Iraq and Syria, to
disrupt the main source of income for this terror organization. “a critical pillar of the financial
infrastructure” of the group which generates about $40, million a month , or nearly $500 million
a year, according to Treasury Department estimates. Oil Refineries in eastern Syria, that is under
ISIS control has also been part of the air campaign. ISIS aware of the damage to come to their
controlled facilities have quickly planned for events and has made repairs to damaged facilities
to keep the flow of oil moving, which keeps the flow of income coming in to support their cause.

Lt. Gen Charles Q. Brown Jr., in charge of the U.S. led campaign, has “revamped” the plan of
attack. After intense study on what oil fields bring in the most financial gain, the attack plan is
narrowed down to 8 major oil fields.

According to Luay Al-Khateeb, from Brookings Institution Doha Center in Qatar, ISIS
continues to sell smuggled oil at discount prices from $25 to $60 for a barrel. Normal prices on
the market are more than $100.00 a barrel. ISIS is making an average of $3 million dollars a
day from oil sells. In 2013, ISIS gained control of all major oil fields, including the Omar oil
field in Syria, which produces 75,000 barrels of oil a day. ISIS only controls one oil refinery,
which is in Mosul, Iraq. The United States has targeted the Gayara refinery in Mosul, which
while repairs are taking place, oil continues to go through refinery phases from “homeproduced” methods.
