The Mission Statement is a key to any
organization.
___________________________________
 What is the purpose of the organization?
 How are the activities of the organization related
to a mission and purposeful?

___________________________________
Without a mission, or with a poor mission
statement, there can be no effective
Management.

 Styles for Missions
range from short and clear
so everyone can remember and apply to
long, more carefully developed to be used as
the basis for Management.
 Generally the MBOR preference is the later.

Mission Statements should be the first exercise in
Management and MBOR development.
 It should be a Process. Often it is most effective
immediately following a SWOT, where the
participants have completed an assessment of
conditions within the organization.
 Key people who should participate are members
of the Board, the CEO, key department heads.
Sometimes there can be separate groups.

 The Mission is a statement or sentence that
states the purpose of the organization.
___________________________________
 There should be three components for an
effective Mission:
 What is the purpose of the organization?
___________________________________
 Why is it established?
 For Whom is the organization established?

 Under this model the Mission
may become
a long, run-on sentence, but that is effective
for clarity in Management development.

The process of developing a mission statement
follows standard group practices.
 All in attendance are placed into small groups of 5-7
people.
 Each participant develops their own Mission
statement for the organization.
 Each participant reads their statement, followed by
discussion to achieve one mission that includes the
key areas of each, or that all in the group agree on.
 This process and discussion is team building.

In a larger environment, each group then reads
their mission, each group mission is written out
and distributed to all, and a facilitator leads the
group through the development of a common
“draft” mission for all.
 It is important to recognize this as a “Draft”
mission, subject to editing, revision and change,
but then to be adopted by the group.

___________________________________
Even if the organization already has a mission,
instead of starting with that mission, it is better
to develop a new draft mission, and then
compare that with the previous mission.
 Mission statements should be reviewed and
updated on a regular basis.

The Mission Statement IS the PURPOSE of the
organization. When developed as a group, all
members of the group feel that they had some part
in development of the Mission, and that they
understand and value it as a guide for the
organization.
 Once established, the Mission Statement becomes
the centerpiece of all MBOR processes, and for the
organization. It should be written and posted for all
to refer back to regularly.

Develop a Mission Statement (assignments).
 You have several assignments to develop mission
statements. These begin with you and your
personal mission statement, and extend to the
tribe you are working with. You can also develop
a separate mission for departments or programs
within the government, NGO, business or tribal
government you work with.

Most organizations have published Mission
Statements. A starting point for strategic planning is
to read and review or assess the Mission.
 Is there a Mission Statement?
 Does it state a purpose for the organization?
 Does it answer the three W’s—What? Why? For
Whom?
 Is it a clear short Mission?
___________________________________
___________________________________
OR
 Is it a comprehensive Mission for strategic planning?
 Is it used?

There are several key features to understand about
Mission statements:
1) There is no “right or wrong” mission. There are good or
poor missions for an organization, and organizations
should constantly examine and reconsider their mission.
2) Each organization creates its own purpose and emphasis,
expressed through its mission. That can and will change
over time.
3) Any organization (including you as an individual) that
does not have a Mission or purpose will not be effective
or efficient in its development.

As important as the Mission itself, goals are general
areas where action or work must be completed to
meet the Mission.
 One way to identify goals is to create a
comprehensive mission, and then develop a goal
statement from each point in the mission.
 With a non-comprehensive Mission, you will need
to identify broad areas needed for action within the
organization on your own, and create goals for
each.

Like a mission, a goal is a statement of purpose or
description of work in a general area that must be
completed to meet the Mission.
 We usually try to create between 3-5 goals for an
organization that cover all aspects of the
organization (broad areas).
 Goals state only the “What” (not why or for whom).
 Each goal should have clarity, including the ability to
know when the goal is being met.

Under each goal we can identify objectives,
actions that need to be completed to meet the
goal. Strategically assess the goal, and identify
major areas of work or activities to be
completed. There should be 2-5 objectives for
each goal area, but there may be more.

The actual work of any project is divided into tasks,
detailed and specific activities that must be
completed to complete the objective above.
Strategically, consider your objectives. What
individual actions (be specific) are needed to carry
out this objective.
 Tasks, because they are specific, also include
identification of the persons responsible, and the
time framework for starting and ending work on the
task.

Objectives and tasks form the basis of a Work
Program, listing the objectives and tasks within a
matrix on the left-hand column.
Cut and paste the objectives and tasks into the matrix.
Setting time frameworks—now identify the length of
your overall project, or a time to assess (One Month,
One Year).
Using the matrix, create a column for each time
period—day, week, or month, extending until the end
of your allotted time period

This time component linked to tasks provides
control over the project. Once the matrix is set,
establish estimates of how long it will take for
each task. Mark it on the work program with an x
to start the activity, and a second x to show
completion or continuation of that project.

 Assigning
responsibility. The final
management issue is who is responsible for
each task and objective. In a final column to
the right, create a space to identify who (can
be more than one person) is responsible,
naming them in the right hand column.

 Management by Objectives for Results is
usually offered as a “hands on” workshop.
The skills to build MBOR are less important
than the processes and individual steps.
 This presentation will provide an overview of
the MBOR process and steps, and then have
you as a student go through each of these
steps. You will create a Mission, Goals,
Objectives, Tasks, and a Work Program.

Management is the framework of organization and
control for all aspects of an organization.
 Management starts with the purpose or mission of
the organization, usually developed by an open
process within government or projects.
 Management sets directions for all actions within
the organization for EFFECTIVENESS and EFFICIENCY
within the organization.
 Management establishes CONTROLS and
ACCOUNTABILITY within the system.

MBOR is a “top down” management system, which
means starting with the whole organization, and then
working down to more detailed components or parts.
MBOR also represents a “bottoms up” approach to
management if all persons within the organization are
involved in the MBOR process to produce the Mission,
Goals, Objectives, Tasks, and Work Plan.
It is also a great way to work with boards as well as
citizens groups or the public to maximize involvement
in the process.

The components of MBOR are:
1) Mission – a statement of purpose for the
organization
2) Goals – more specific statements of general
actions needed to complete the mission.
3) Objectives – under each goals, objectives
outline more specific actions needed to
reach the goal.

4) Tasks are very specific actions needed to
complete each task.
 Objectives and Tasks include a component
of time:

When will these be completed?
How long will each take?

 And an assignment of persons responsible:

Who is responsible for this task or objective?

The Work Program is designed around an excel
matrix to lay out all objectives and tasks on the
left hand column.
 The Work Program spreadsheet establishes time
divisions to allocate time from beginning to end
of the project or time framework.
 The time divisions are used to allocate work for
each task over time, based on anticipated time
expectations.
