Introduction:
US-Saudi relationship has always been one which has attracted suspicion, and even
surprise from the international community due to its strange trajectory over the time. US-Saudi
relationship has usually been from the viewed primarily from the US foreign policy perspective
and Saudi Arabia.
My research aims to reconsider the importance of US-Saudi political relations for both
these countries as well as for the global politics. The paper argues that the political ties between
these two countries have arguably remained stable and generally positive throughout the seventy
years since the formation of the Kingdom of Saudi Arabia despite the recent events such as 9/11
and the involvement of Saudi born terrorists in the attacks. But the question remains, does the
relations between the two countries have largely stay unhindered?
The following research will revolve around the question, what are the common
interests/challenges that face Saudi Arabia and United State? By focusing on four major points
which resulted to a bigger crack on the two countries’ partnership. First point, I will briefly go
over and analyze the Iran nuclear deal. Second, I will aim to analysis the oil prices issue. Third, I
will critically examine and view the situation of dealings with Russia and China. Fourth, I will
introduce the cooperation of counterterrorism between the two countries – the latter being
questioned after the event of the 9/11 attacks.
To ascertain whether the relation is an uneasy one? Should the relationship as it is now
continue or not? And if so, what would be the implications and ramifications: who’d gain the
most from it, and what would be the total gains and losses for both parties.
History (1933 – 2001):
Oil resources in Saudi Arabia is the first point of the history of the US-Saudi relationship
since the time the first oil companies confirmed the presence of oil in the Saudi region (in 1930s)
till contemporary times. Oil is important because its production, distribution and consumption is
not merely an economic phenomenon or merely a financial fact but I believe it underlines a great
network of political exchanges which have defined the very basis of the historic and current state
of the US-Saudi relations.
The first highly significant contact of the Kingdom of Saudi Arabia (KSA) with the USA
was during the height of oil explorations, beginning in the 1920s. In the 1930s King Abdulaziz
commissioned Karl Twitchell, an American oil explorer to find oil in places proximate to Iraq,
which was then known as an oil-producing country (Blanchard, 2015). Several years later,
President Ted Roosevelt affirmed that being a rich well of oil, KSA must be defended through
strong military protection from political enemies and invaders from neighbouring countries. The
then president decided to bring along American troops to the kingdom to safeguard its territory
and the interest of the US as well (Burgess, 2014).
The KSA-USA relationship has been going on for years – facing sometimes smoothsailing, and sometimes stormy, weather. The smooth-sailing part of the relationship is mostly due
to trade, and the shared conviction of both countries against terrorism. Saudi Arabia as a
facilitator of the US policy during cold war times, as an ally in the US led-or-supported wars
such as Gulf war, or as a benefactor of US weapons and waves of modernization, development.
And the cooperation between both countries of the 9/11 attacks. Although there are some issues
here and there that might characterize the stormy part, including the oil crisis of the 1973, which
is the first oil embargo, Arab-Israeli conflict and US’ declaration of war against Iraq.
