needed, but (Reason/Support 1) the Federal Bilingual Education Act (20 U.S.C. 1402
et seq .) mandates that local educational agencies “build their capacities to establish,
implement and sustain programs of instruction for children and youth of limited
English proficiency, (Reason/Support 2) the move will provide students who speak
black English with the same special attention that a student speak any foreign
language would receive. (Reason/Support 3) to devise and implement the best
possible academic program for the combined purposes of promoting the acquisition
and mastery of English language skills, while respecting the legitimacy and richness
of the language patterns.
(Narration) On December 18th, 1996, the Oakland (CA) School Board recognized it
as the ‘primary’ language of its majority African American students and resolved to
take it into account in teaching them standard or academic English, it would include
Ebonics as a means of teaching Oakland’s failing Ebonics-speaking students on how
to speak standard English. Supporters of the resolution believe that it wish to highlight
the African roots of African American speech and its connections with languages
spoken elsewhere in the Black Diaspora. Proponents of this stance, such as linguist
John R. Rickford, “The African ancestors of today’s African Americans came to
America mostly as slaves, and mostly between 1619 and 1808, when the slave trade
officially ended. Like the forebears of many other Americans, these waves of African
“immigrants” spoke languages other than English”. The opponents of this reolution
believe that it shouldn’t be taught because many other people, black and white, regard
it as a sign of limited education or sophistication, as a legacy of slavery or an
impediment to socioeconomic mobility.
