A Bill to Encourage Environmentally Friendly Practices in Corporate Business
Section 1. In order to promote a clean and healthy environment, the federal government will
give tax deductions to American corporations that make their operations more
environmentally friendly.
Section 2. Any American corporation that spends $10,000.00 or more to reduce pollution this
year may deduct the amount spent from its taxable income for this year. Such a corporation
may also figure the percent of its income spent on reducing pollution and deduct that
percentage of its taxable income. To be eligible for these deductions NEXT year,
corporations must file projected deductions with THIS year’s tax returns. Such a corporation
must file a 1026 EZ-EPA form and accompanying documentation.
Section 3. The United States government may borrow money to cover any losses of revenue
resulting from this act for the first year in which the act is in effect. All later budgets must
reflect corporations’ projected environmental deductions, and any losses of revenue will be
divided equally among all parts of the budget.
Section 4. This act shall become effective on April 16, 2014.

PURPOSE: Prosing the prohibition of doping in sports; regulating sport activities making them
free of prohibited substances and to create procedures that protect the health of athletes:
establishing of Anti-Doping Agencies, functioning and managing in the related field.
A BILL TO ENSURE ALL WORLD ANTI-DOPING AGENCY STANDARD
REQUIREMENTS ARE MET.
SECTION 1
This bill will ensure requirements to the World Anti-Doping Agency (WADA) are put into
consideration and are met. This simply means that if the bill is passed to law, doping will be
termed illegal among athletes in the country since such acts will not be tolerated in the upcoming
Rio 2016 Olympics in Brazil and would attract an immediate disqualification. It is important that
the government priorities the athletes health before representing the country in the Olympics.

SECTION 2
In this act;
An accredited laboratory approved by WADA should be put up to oversee testing of
prohibited substances in athletes before any final decisions are made to the travelling team.
An agency under the name Anti-Doping Agency of Rwanda will be established the
section 6 of the Board. This agency will oversee every procedure and ensure that their
requirements are parallel to that of WADA.
Under the Agency there will be a full functioning Board of Anti-Doping Agency
established under the section 12 of the Constitution. This Board will be tasked with the important
updates of Agency so as to prepare reports that will be forwarded to the Cabinet Secretary.
Anti-Doping Management and Administration Internet System will be established to
create a database of information for data entry, storage and reporting to assist the recommended
authorities in the anti-doping operations.
Anti-Doping Rules within the agency should be enforced according to the law; this will
make sure any athlete is clearly defined at national level by the agency.
National Olympic Anti-Doping Organization will be an independent body that will be
responsible for issuing necessary clearance certificates and licenses to every athlete who has
gone through their agency successfully before travelling for participation in the Olympics.
An athlete support personnel comprising of the coach, trainer, manager, agent, team
staff, paramedics team, parent and any other person assisting the athlete in preparation for
participation for a sport competition, should be taken through all the necessary procedures
including workshops so as to create full awareness of the importance of the anti-doping act.

A Cabinet Secretary will be appointed to oversee the responsibility of matters
concerning sport activities. He or she will have a lot to chew on and bring matters into play; this
means they will have to work closely with the Agency so as to ensure effectiveness.
A national sports organization body will be put into play to umbrella the responsibility
of Olympic, non-Olympic, Paralympics or Deaflympic sports or multi-sport from all sport
disciplines and recreational bodies.
SECTION 3
With this Bill coming into act there are a few factors that will come into play in the form
of impact and can be used as a marking scheme to monitor the progress of the Agency
procedures, and the country as a whole in terms of revenue.
The Bill will need the Agency to prepare round figures of revenue expenditure of itself in
that year three months before commencement of any financial year. The Agency shall later
provide an estimate for;
1. Salaries and allowances paid to the respective Agency
2. Pensions, gratuities and any other charges in terms of benefits payable by the
Agency.
3.
Funds created for future development, insurance and any other matter the
Agency might consider necessary.
The Agency shall not incur any expenditure under section 36 of the Board unless
otherwise, this automatically means there will be no effect on the national income. The Agency

will also have the authority to invest in any trust funds or securities but will be upon the Cabinet
Secretary who will be in a position to finance it from time to time.
Accounts and audit shall be properly kept of all transactions for ease of following up in
the future via the office of the Auditor General. The cabinet secretary will be issued with reports
from time to time so as to know what is going on in the Agency and so as to prepare the move to
ensure proper running of things.
Just in case the Agency causes the government to run into revenue loses through
government spending, the government can put bring in funds in a number of ways such as
privatization of the Agency, public auction, issuing of bonds and laying off workers.

to create awareness of the banned substance, it is one way of promoting talent in the country
through which strong and vibrant athletes can earn a living through their God given talent.
There being an anticipation of taking part in the 2016 Olympic championship in Rio
Brazil, a country will see to it that their athletes can comfortably take part without being
qualified by the World Anti-Doping Agency. Once the bill is put into act and becomes a law,
here is where the Agency comes in and makes sure that procedures, rules and regulations to the
doping act will be taken into serious considerations so that the requirements of the World AntiDoping Agency are met. This keeps the Agency in the same page as that of the World AntiDoping Agency.
There is the issue of conducting fair challenges to the other competitors in the world
Olympics platforms in that no one can be a termed as a winner as long as they are already
subjected to banned substance. This has been the case over the years, using of banned substance
to gain advantage over other competitors by always performing better extra ordinarily with weird

records. This will be a way of respecting the rights of athletes and making sure there is
procedural fairness. Those who are found to have gone against the anti-doping rule or have
violated the rule in any way should be penalized. This would in turn make sure there is
consistency in response to sporting activities that are not in terms with Code-compliant antidoping policies.
If this bill is signed into rule it will pave way for the ratification of the constitution since
it will make clear some of the natural rights of the citizens such as the right to participation in a
sporting event as long as there is an invitation from the host and proper preparation towards the
proposed even done.
It is the role of the society to report instances of possible anti-doping rule violations to the
relevant authorities or agency.
