I intend to carry out a research proposal on the Americans for Safe Access (ASA). The
Americans for Safe Access movement is a social movement organization that operates to ensure
there is a safer and legal use of cannabis for research and therapeutic activities. The social
organizations partners with federal, state and local law makers to ensure that there are policies
that improve the access to marijuana for the researchers and the special patients. ASA was
formed in 2002 in California and its headquarters are at Washington D.C. the organization has
over 100,000 members now from all the fifty states of America. The organization has been vital
in ensuring that there is peace in various corners of the United States due to the protection of the
patient.
The Americans for Safe Access provides medical training to and legal training for
attorneys, patients, medical and health professionals, and the lawmakers in the United States.
The organization is relevant in the peace studies because it fights for the rights of patients and
researchers. Various people will maintain peace with the government because their rights are
honored. The protests from the members of the organization have ensured that the government
honors the demands of the organization because they are genuine.
I plan to accomplish my study by approaching various stakeholders of the Americans for
Safe Access. These individuals will provide me with the information that I require in the study. I
intend to analyze the data I will collect so as to determine how the activities of the Americans for
safe Access are related to peace in the country at large. I will use concepts from the international
peace studies to connect with the information I collect from my research. I believe the protection

Social  Movements  for  the  use  of  Marijuana  as  medicine  
As  described  in  the  proposal,  the  organization  Americans  for  Safe  Access  (ASA)  formed  in  2002  
is  involved  in  advocating  for  the  use  of  cannabis  for  medical  reasons.  It  has  similarities  to  the  
WAMM   as   described   in   the   book   by   Wendy   Chapkins   on   marijuana   as   medicine.   However,  
whereas   WAMM   is   majorly   involved   in   the   cultivation   of   Marijuana   for   medicine   the   ASA  
negotiates   with   the   federal   government   and   other   stake   holders   on   policies   that   will   help   to  
improve  research  on  the  use  of  marijuana  for  special  patients  (Wendy  Chapkins,  2008).    
It   is   also   important   to   note   that   ASA   is   the   largest   national   member-­‐based   organization.   Its  
members   range   from   patients,   scientist,   medical   practitioners   and   interested   citizens   who  
promote  the  safe  and  legal  access  of  marijuana  for  therapeutic  use.  
There  is  need  to  analyze  the  historical  context  of  the  ASA  movement  in  order  to  understand  the  
meaning  and  impact  it  has  had  on  the  use  of  Marijuana  in  the  U.S.  in  his  book,  Jasper  argues  
that   the   dynamic   nature   of   social   movements   is   shaped   by   the   different   circumstances   they  
face  in  a  given  society  (Jasper,  2008).    
Historically,  the  therapeutic  effect  of  marijuana  has  been  denied  by  the  government  as  well  as  
policy  makers.  The  result  was  that  the  United  States  government  placed  a  blanket  ban  on  the  
use   of   marijuana   citing   that   the   drug   had   harmful   health   effects.   However,   an   intense   research  
sponsored  by  the  government  in  the  hope  that  the  outcome  would  reveal  the  adverse  effects  of  
using  the  drug  showed  very  little  harmful  effects  (Wendy  Chapkins,  2008).    
This   position   was   further   reinforced   by   the   World   Health   Organization’s   arguments   that   the  
research   did   not   produce   convincing   proof   of   the   effects   of   marijuana.   Medical   research   and  
experiments  had  proven  that  the  drug  plays  a  significant  role  in  the  mental  recovery  of  patients  
even  when  they  were  suffering  from  life  threatening  diseases  (Wendy  Chapkins,  2008).

 The   emergence   of   social   movements   such   as   the   WAMM   and   the   ASA   sprouted   due   to   the  
indispensible   consensus   amongst   the   users   of   the   drugs   for   medicine   and   the   doctors   who  
prescribed  it  to  them  on  the  benefits  of  the  use  of  Marijuana.    Time  has  been  a  critical  factor  in  
social  movements  and  for  the  ASA  the  change  that  they  envisage  might  take  a  number  of  years  
or  last  over  a  life  time.  The  organizations  ambition  to  have  the  issue  of  marijuana  settled  will  
not  relent  until  that  desirable  outcome  has  been  achieved  (Wendy  Chapkins,  2008).    
The  development  in  nature  of  social  movements  in  the  United  States  during  the  1960s  forms  
the   basis   of   the   social   movement   theory   that   ASA   subscribes   to.     The   theory   of   social  
metabolism  argues  that  a  group  of  persons  will  only  be  motivated  to  join  a  social  movement  if  
there   are   incentives   that   will   accrue.   Further,   the   effectiveness   of   a   particular   social   movement  
will  be  measured  by  its  ability  to  generate  resources  and  use  them  to  effect  the  desired  change  
(Jeinkins,  1983).    
Members  of  ASA  are  interested  in  the  incentive  that  is  the  legal  and  safe  access  to  Marijuana  
for   therapeutic   purposes.   The   effectiveness   of   ASA   is   pegged   on   the   use   of   its   resources   and  
influence,   both   local   and   international,   in   negotiating   for   the   member’s   desired   outcome  
(Jeinkins,  1983).  
The  social  and  economic  discrimination  that  has  existed  in  the  United  States  is  the  main  reason  
for   the   development   of   organizations   such   as   ASA.     The   right   to   access   medical   health,  
education  and  the  right  to  be  free  have  all  been  demise  at  the  expense  of  the  monetary  interest  
that  accrues  to  a  small  population  of  elites  in  the  country  (Raymond  J.  Michalowski,  2006).    
Unwarranted   convictions   of   black   people   and   the   lack   of   sufficient   education   for   them   have  
resulted   in   countless   grievances   directed   to   the   government.   There   has   been   a   call   for  
economic   political   and   social   democracy   in   the   state.   This   would   be   achieved   by   the  
involvement  of  all  stake  holders  in  the  affected  areas  (Pager,  2003).  
ASA   advocates   for   medical   democracy.   The   use   of   marijuana   as   medicine   is   majorly   criticized  
because   pharmaceutical   companies   will   have   very   little   to   gain   from   the   use   of   marijuana   as  
medicine.   Marijuana   can   easily   be   grown   in   someone’s   back   yard   and   processed   at   home   for

medical  use.  There  will  be  a  small  economic  incentive  to  these  companies,  if  any  (Raymond  J.  
Michalowski,  2006).  
In  its  2017  report,  ASA  provides  vital  information  with  regards  to  the  rights  of  patients  and  the  
civil   protection   from   discrimination.   One   of   the   hallmarks   of   a   robust   social   movement   is   the  
education   and   access   to   information   it   gives   its   members   and   other   interested   parties.   This  
section  of  the  report  explains  situations  when  one  can  be  arrested  for  the  use  of  marijuana  (  
America  for  Safe  Acess,  2017).  
 In   an   important   section   of   the   report,   ASA   explains   that   patients   who   use   medical   cannabis  
should  not  be  in  fear  of  eviction  from  their  housing.  Even  for  states  that  do  not  protect  these  
patients   from   discrimination,   the   federal   state   has   given   the   discretion   to   local   housing  
authorities  on  the  decision  to  be  made.  This  is  a  significant  effect  by  ASA  in  order  to  ensure  that  
the   patients   convince   their   landlords   on   the   nature   of   their   use   of   marijuana   for   it   is   not  
enshrined  in  any  law  (  America  for  Safe  Acess,  2017).  
The   role   of   ASA   as   a   social   movement   is   to   negotiate   for   better   conditions   for   patients   who   use  
medical   cannabis.   Therefore,   the   report   by   ASA   also   includes   a   suggestion   in   the   access   to  
medical   marijuana   by   patients.   It   seeks   to   convince   the   government   and   policy   makers   that   the  
insufficiency  in  the  number  of  dispensaries  that  sell  medical  marijuana  increases  the  cost  of  the  
drug.  It  also  reduces  the  quality  of  care  for  such  patients  (Rothman,  2002).    
Further,   ASA   advocates   for   the   reasonable   inclusion   of   purchase   limits   in   any   state   law.  
According   to   opinions   by   members   of   the   organization,   these   limits   should   take   into   account  
the  distance  to  be  traveled  to  make  purchases  and  also  the  severity  of  a  patient’s  condition.    
The  report  by  ASA  goes  to  the  fundamental  definition  of  a  social  movement.  The  report  shows  
the   involvement   of   members’   both   in   the   formal   organizations   such   as   lawyers,   federal   and  
state   governments   as   well   as   those   in   less   formal   organizations   such   as   the   individuals   using  
marijuana  for  therapeutic  purposes.    
One  of  the  greatest  successes  of  ASA  as  a  social  movement  was  when  it  filed  a  suit  against  the  
California   Highway   Patrol   for   confiscating   marijuana   from   persons   who   used   it   for   medical

first  schedule  of  the  Controlled  Drugs  Act  (America  for  Safe  Access).
