Question 1. Although the term “bureaucracy” is neutral, it is endowed by deeply
negative connotations. Why is this the case? Is bureaucracy doomed to this status
because carrying out power is a necessary evil or are there other avoidable aspects to
bureaucracy’s bad rap? The text cites a prime minister from the former Soviet Union
saying “Creating the appearance of work, taking cover behind hollow rhetoric,
bureaucracy may hold back the improvement of the economic mechanism, dampen
independence and initiative and erect barriers to innovation.” What do you think?
Hint: In your answer, reference Weber’s bureaucracy and our overall discussion on any
merits and drawbacks of bureaucratic structures.

Question 2. What contradictions did Woodrow Wilson advance in his classic article
“The Study of Administration”? Do you believe that Wilson’s arguments are as important
today for public administration as they were more than 120 years ago?
Hint: In your answer, be sure to reference Wilson’s article on the Study of
Administration, Rosenbloom’s “Historical context” piece, as well as any other course
material you find relevant in explaining the main themes of the Wilson article. Be sure to
define public administration and explain the context with which the Wilson piece was
written and the problem(s) he was trying to solve.
Question 3. Define downsizing, which is one approach to governmental reform. Is
downsizing effective, particularly in comparison to the other reform strategies discussed
in class? When do you think downsizing should be implemented?
Hint: In your answer, describe your understanding of downsizing using the material
presented in class and in your text. Compare downsizing to one or more of the other
reform strategies discussed in class. Feel free to use real world examples to clarify and
explain your answer.
Question 4. Describe the differences between the three elements of accountability
discussed in the text: process, procedural, and fiscal? Which of them do you think is the
most difficult to enforce or to measure? Why do you think this is so?
Hint: In your answer, first define accountability broadly. Then proceed to describe the
different elements listed in the prompt using the material presented in class and your
text. From there choose one element and proceed to explain your thoughts on the
challenges of enforcing or promoting it within the public sector. Feel free to draw on real
world examples in your answer.
Question 5. What is contracting out? Weigh the advantages and disadvantages of
contracting out. Do you think that the advantages outweigh the disadvantages? When
would contracting out NOT be advantageous?
