Bases of Power
The term “bases of power” refers to where one gets his/her power. There
are two primary bases of power:
Positional Power is sometimes referred to as “hard power.” It comes from
authority given by a title/position. Parents, teachers, law enforcement
officers, political figures, religious leaders, business executives all have
positional (hard) power.
Personal Power is sometimes referred to as “soft power.” It may not come
from any positional power—even though personal power may help one to
achieve positional power. Personal power may come from “likeability” or
from possessing a talent/skill, and even from having a lot of money.
Professional athletes, entertainers, and motivational speakers often have
personal (soft) power.
There are several types of Positional (hard) Power:
Legitimate power is the power to make reasonable demands. Parents can
reasonably expect children to obey rules that are age appropriate.
Supervisors can reasonably expect employees to be on time and to give
their best effort at work.
Reward power is using something of value—such as praise or a bonus or
a promotion—to influence another person. Reward power can be legitimate
power. It is legitimate for a supervisor to promote an employee who has
demonstrated exceptional performance.
Coercive power is the power to punish. Coercive power can be legitimate
power if it is used correctly. Supervisors can legitimately terminate an
employee who is not performing according to expectations. Quid pro quo
sexual harassment where a supervisor demands sexual favors for a
promotion is not a legitimate use of coercive power.
Connection power is the power that comes from knowing influential
people. The phrase “it is not what you know, but it is who you know”
represents connection power.
There are several types of Personal (soft) Power.
Referent power is the power of charisma, personality, and likeability. One
may have referent power without having positional power. Reference power
may help one get positional power. Oprah Winfrey and President Bill
Clinton are considered by many to have great referent power. Princess
Diana had great reference power—even after she lost her positional power.
Expert power comes from one’s exceptional talent/skill in a particular area.
Professional athletes, actors/actresses, and musical entertainers have
expert power. They may also have referent power. Employees who are
skilled in a particular area—such as sales, software development, or
leadership—often have expert power.
Money power obviously comes from personal wealth. This may or may not
come from having positional power. Money power—as is the case with all
bases of power—can be used to cause great good or to cause great evil.
