In essence, human resource strategy is usually tied increasingly to the company’s
strategic success as a whole. However, many business organizations consider the human
resources’ effectiveness as unquantifiable. The failure or triumph of the human resource strategy

METRICS
It is crucial importance to note that any HR process can be measured regarding
effectiveness, efficiency, and the impact on the company’s strategies. Gauging of these factors

hiring metrics is the cost-to-hire. In other words, if a business organization’s supply store needs
to employ new retail sales manager, the HR department can involve in measuring the cost of
conducting the interviews, the cost of running advertisements, and in making final decisions in
determining the total value of the new hires.
ANALYSIS
The low cost-to-hire is considered as effective and efficient, but high cost-to-hire is not.
However, this does not necessarily mean that lowering the cost-to-hiring should always be
considered a priority. For instance, if new sales manager can be able to improve the store sales,
the hiring decision is regarded as sufficient. However, if they fail to do that, the hiring decision is
considered as ineffective. In most cases, an inefficient hiring decision can be regarded as more
efficient in comparison to the efficient one since the company benefits from employing the best
retail sales manager available even if the cost of hiring is high.

It is important to note that strategic HR is concerned with finding the key areas that can
have the most significant impact on the strategies of the company and make sure that the strategy
change by the HR policy. An HR department without strategic mindset can measure the
effectiveness and efficiency of hiring decisions but may fail to make consideration of its impact
on strategies. For instance, if the retail sales are at a higher percentage of total sales, the effect of

businesses to gauging their progress toward their objectives and goals. However, KPIs differ
from one industry to another as well as organizations to organizations. The usage of KPIs within

setting the goals of subordinates and managers in providing commitment and motivation and in
ensuring better communication between the subordinates and superiors.
MBO enables the organization to design the activities in a manner that the objectives and goals
can be attained efficiently while providing the sense of team spirit and involvement among the
employees. In this way, the employees are supposed to play their role positively. In other words,
MBO involves in making realistic plans and better decisions for the organization (Konsta, 2012).
For the new operations department, there are four MBOs, and the measurements align with
Chip’s Widgets, Inc’s business objectives a) Management by objectives – money drives the
business organization and its employees. The employees’ goals should coincide with the
company’s objectives. Management by objective is a style of management that uses goals and
objectives in a way that aligns with the business and employee’s objectives.
b) Productivity – employee productivity translates into profits for the business. To development
productivity objective, it is important to review performances, identify problems areas, and set
reachable and practical goals for the employees.
c) Hiring and retention – productivity is not the organizational management concern; objectives
can be created for other job’s aspects including hiring and retention. For instance, the
organization can set objectives to training employees on new technologies you intend to
implement in the workplace d) Other issues – objectives and goals are better means to addressing

a weakness or problem in the organization. It is essential to tailor your objectives that address

McClelland’s Theory of Needs (“Three Needs”)
David McClelland (1917-1998) developed a similar theory based on three main motivators:

close relationships or be a part of a group.

Herzberg’s Motivation-Hygiene Theory
Fredrick Herzberg proposed another motivational theory in 1959 known as the “Two-Factor
Theory.” He broke his theory into two branches:

relationships with coworkers
Motivator factors: Sense of responsibility, recognition, promotion, and growth
opportunities
He stated that once the hygiene factors were met employees would be more willing to enter into

companies look to improve employee performance in a positive manner due to the positive

Work-life balance can be defined as finding a balance between work and personal lives. Another
way to define it is that your entire life should not be all about work to where your personal life,
relationships, or health suffer. Many HR managers have created programs or policies that help in
managing these areas for employees.
Creating awareness and communication of the activities toward a work-life balance is important to
enhancement of employee performance. Yeager (2016) suggests five ways to increase employee
enhancement:

Leverage the legacy data: Use earlier employee engagement surveys or data to
understand what and how employees interact with the organization to develop a
baseline.

Build and present a business case for change: Determine where areas of past data
failed and why these areas should be redeveloped for increase employee
enhancement.
Execute strategy and establish employee engagement plan: Establish and execute
the new engagement plan.
