a. Beginning from 1790 to 1946 it was formally known as “The Annual Message”
i. Until it was changed in 1942 to 1946 to the ‘State of the Union’
message/address.
b. It is constitutionally mandated for the President to address Congress.
i. Article II, Section 3, Clause 1: “The President shall from time to time give to the
Congress information of the State of the Union and recommend to their
consideration such measure as he shall judge necessary and expedient.”
How does the State of the Union Address influence Congress and the American people to enact
a President’s agenda?
a. The State of the Union Address allows the President to speak on the issues that he
wants to see enacted in the upcoming year and drive public opinion.

President can influence and set his agenda.
